Abstract:
The key to integrating DRR and climate adaptation is ex-ante investment to reduce risk, the core message of the 20XX Sendai Framework for DRR, along with the ability to adapt to changing climate situations. Past experiences in Indonesia in implementing DRR suggest that institution building at the river basin level is important. Secondly, even with the long-established implementation of river basin management for DRR, many challenges remain in adapting to extreme climate events. The case of Japan, when hit by Typhoon Hagibis, revealed that coordination with local governments needs further improvement. Lastly, the Philippines is a case of an unfinished institutional and financial framework for river basin management. The weakness in the system in terms of institutions and financing makes adapting to extreme climate events a challenge. Finally, issues in forward planning and financing for highly uncertain climate events, both in terms of structural and non-structural measures, are discussed.
