Abstract:
The study examines the issues of government funding for access to arts education in K-5 public schools. The study covers an analysis of education policy in a number of major US cities, each with a unique experience of policy change. Nevertheless, all the studied examples have common features, and they can be relied on for the further implementation of the best educational practices in other municipalities. Among the generalized features are the use of strategic allies, the search for specific common goals, opportunism and patience in matters of practical implementation.
