Abstract:
The article analyzes the impact of city size on the amount of pollution and emissions. The results show that if the national government implements a permitting system (i.e. pollution taxes) that allows emissions, as is the case with first-class, the cities chosen by local governments will be too small. Also, if the emission policy is too weak, the cities under the control of local governments may become too large.
