Abstract:
The use of political zoning tools has been a widely studied topic for over 50 years. Typically, such tools are based on a multi-criteria approach, and mathematical programs are often offered to model many aspects of this complex problem. This means that accurate models cannot be optimally applied when the area is too large. At the same time, this exact formulation can also be used in a heuristic framework to find at least a non-optimal solution for large instances of problems.
