Abstract:
The article presents a discussion of the transformational effect of the concept of smart management, which is one of the additional elements of the concept of smart city, and an explanation of changes in governance structures in accordance with the development of information and communication technologies. During the study, scientific research in the academic literature was evaluated according to content analysis, and as a result of this analysis, the cities studied were grouped as beginner, intermediate and advanced.
