Abstract:
The article examined the effectiveness and welfare implications of several incentive policies, including two new approaches not explored in the context of bushfire management: liability rules and voluntary agreements. The results show that the threshold for risk reduction is critical in determining the effectiveness and welfare impact of various incentive programs.
