Abstract:
The article proposes a tariff line approach for modeling sensitive product exceptions in CGE models in order to reduce this bias. The results show that more common approaches can systematically overestimate trade and welfare impacts by neglecting partial liberalization in specific sectors and / or not considering substitution by tariff line.
