Abstract:
The article analyzes the problem of fisheries conflicts and fisheries cooperation in small-scale fisheries systems in a small US island area in Puerto Rico. The results indicate that the main driving forces behind all the events of the fishing conflict in Puerto Rico were maritime crime, actual or perceived declines in fish populations, ecosystem changes, transnational actors, poverty, marginalization, and the strategic location of fisheries. Actual or perceived declines in fish populations and changes in ecosystems have been the main driving forces behind all fisheries cooperation activities.
