Abstract:
The article analyzes the features of watershed services. The results show that the choice of strategy for the various PWS-XRB stakeholders results in an ongoing dynamic interactive and optimization process; high environmental transfers and high opportunity costs can inspire both buyers and service providers to implement the PWS-XRB program; a central regulator can ensure that payment systems are properly implemented by increasing penalties for those who do not wish to participate in the PWS-XRB program.
