Abstract:
The article analyzes the problem of environmental pollution in Russia using the example of garbage protests. Shows the connection between the protests and the Putin regime. In addition, this case is used to tentatively classify the Russian regime as a “non-functional” order, in which complaints and petitions to the head of state turn from an opportunity to a limitation by bureaucratic red tape and political repression.
