Abstract:
The article analyzes the problems of skills shortages and skills mismatches based on the study of economic literature. The results show that skill gaps and mismatches are influenced by business cycle and structural factors. Based on an analysis of the economic costs to workers and firms, policy implications are considered, including how best to allocate skills development responsibilities and what role policy can play in better addressing skill gaps and imbalances.
