Abstract:
The article shows that in countries at war, elections are held in support of peacebuilding, but sometimes they cause new outbreaks of violence. The results show that variability among peacekeepers is fundamentally important: only if PKOs help ensure security and organize elections can they reduce electoral violence. Based on new data on election-related PKO activities, and given the endogeneity of both the deployment and operation of peacekeeping operations, an analysis of all 630 elections in conflict-affected countries confirms this expectation.
